La victoria del PAN en 1992 generó grandes expectativas de cambio político. Sin embargo, después de tres años, en las elecciones intermedias de 1995 el PAN perdió por un alto margen las principales ciudades del estado y perdió también la mayoría en el Congreso local. El artículo analiza el desempeño del gobierno panista durante los primeros tres años y explica el resultado electoral. El argumento central es que si bien el gobierno ha tenido importantes logros en distintas áreas de la administración, le ha faltado sensibilidad política para manejar los conflictos que ha tenido que confrontar y descuidado la tarea de construir y nutrir sus coaliciones electorales.</p><p> </p><p><br /><br /><strong>ABSTRACT</strong></p><p> </p><p>Since 1986 Chihuahua has become one of the most important bastions for the PAN and the national symbol of the fight against electoral fraud. The PAN’s victory in 1992 generated huge expectations for political change. However, after three years, in the intermediate elections of 1995, the PAN lost with a big margin the main cities of the state, as well as the majority of the seats in the local Congress. This article examines the performance of the PAN government during those first three years and explains the electoral results. The most important issue centers on the fact that although the government has had enormous success in different areas of management, it has lacked in political sensibility to deal with the conflicts it has had to face and has neglected the task of building and nourishing its electoral coalitions.</p>}, number={16}, journal={Frontera Norte}, author={Mizrahi, Yemile}, year={2017}, month={jul.}, pages={57–80} }
