ABSTRACT

At the end of 1996 the PAN was already governing 37.9 per cent of the Mexicans, especially in important urban regions. Nevertheless, the regime’s structure, a State party, was concentrated in the Presidency, in the control over Congress and in the regional power of the majority of the federal states. In this context, the regional alternations will be defined by the costly reality; yet, there will still be the need to examine the demonstrations of the new relationships between the government and the citizens. In addition, there will be problems with the new teams in power who will have to learn using the old trial and error method.
