El caso estudiado corresponde a la primera etapa del neopanismo, cuando asumió sus formas más radicales la insurgencia política empresarial que caracterizó a los años posteriores a la nacionalización de la banca en 1982. La administración de Francisco Barrio en Ciudad Juárez, el más representantivo de los gobiernos panistas de la década de los ochenta, permite analizar las formas concretas del radicalismo ideológico del neopanismo, que si bien coincidieron con la demanda social de democracia, también adquirieron fuertes rasgos de intolerancia desde el poder público.</p><p><br /><br /><strong>ABSTRACT</strong></p><p>This article examines a principal elements in the political ideology of an opposition municipal government, as they were expressed in the relationship which a specific municipal government established with independent popular organizations. The case under study is the first two years of the neopanista government in Ciudad Juárez. During this period, immediately following the 1982 nationalization of Mexico's banks, political insurgency on the part of the business community reached its most radical form. The administration of Francisco Barrio as municipal president of Ciudad Juárez was the most representative of the PAN governments of the 1980s. It offers an ideal case for analyzing the determinative expressions of ideological radicalism in neopanismo. While these expressions no doubt responded to social demands for democracy, they also incorporated pronounced features of intolerance of public power.</p> ER -
