El evento estuvo organizado por El Colegio de México y el Center for Research on Latin American and the Caribbean (CERLAC) de la Universidad de York, realizado en la ciudad de México en 1983. Las dos reuniones anteriores se realizaron en Oaxtepec (México) y en Toronto (Canadá) en 1968.
Por un lado, se reafirma el grado de la interdependencia económica de las grandes potencias, el incremento de la competitividad internacional con la presencia de los países del Sudeste Asiático y la rapidez del cambio tecnológico. Por otro lado, sucesos como la agudización de las tensiones Este-Oeste han cambiado debido al acercamiento de Estados Unidos y la Unión Soviética, así como la reunificación de las dos Alemanias y la apertura de los países de Europa del Este.
Para John Holmes, el panorama de incertidumbre de la crisis económica de los setenta llama la atención de una mayor participación de las potencias mediasen los organismos internacionales, los mismos que "han dejado de ser manejados desde Washington o Moscú". Según Dossman y Pollack, las potencias medias como México y Canadá han demostrado que juegan un rol catalizador y de interlocutor entre las grandes potencias y por ello resultan eficaces para disminuir las tensiones.
