Abstract

El presente trabajo analiza los cambios económicos, algunas transformaciones institucionalesy la evolución de algunos indicadores de bienestar a partir de la alternancia políticaen el estado de Baja California. El estudio utiliza el enfoque institucional bajo la hipótesisde que la alternancia política y las transformaciones institucionales que le siguieronhan sido insuficientes para generar cambios estructurales en los patrones de crecimientoy desarrollo. A través de la estimación y análisis de las funciones de valor agregado yla construcción y estudio de indicadores de cambio institucional y de bienestar social, lainvestigación encuentra evidencia que favorece la hipótesis de trabajo y pone de manifiestoimportantes implicaciones en el ámbito federal, donde la alternancia política apartir de 2000 da una nueva cara a la política nacional, que podría analizarse a la luz de laexperiencia bajacaliforniana. ABSTRACTThis work analyzes economic changes, some institutional transformations, and advancementsin certain indicators of social well-being following the political alternation in theMexican state of Baja California. The study uses an institutional approach, under thesupposition that the political alternation and the institutional transformations that followedit were insufficient to generate structural changes in growth and developmentpatterns. By evaluating and analyzing value-added functions and constructing and studyingindicators of institutional change and social well-being, the research found evidencethat supports the working hypothesis and reveals important implications for the federallevel, where the political alternation after 2000 puts a new stamp on national politics,which could be analyzed in light of the Baja California experience.
