Comercio transfronterizo y su impacto en la región de El Paso-Ciudad Juárez: Una propuesta de financiamiento de la planeación binacional

Abstract

El presente artículo analiza el impacto del comercio transfronterizo en la región de El Paso-Ciudad Juárez, entendido como tal el valor de las compras que los consumidores mexicanos realizan en El Paso. Los resultados muestran que el monto delas ventas al menudeo en esta ciudad en el año 2000 excedieron en 33% los valores ajustados del modelo. Este último debe interpretarse como el efecto del comercio transfronterizo. Los impuestos generados por el comercio transfronterizo suman aproximadamente 125 millones de dólares y equivalen aproximadamente a los egresos brutos totales del municipio de Ciudad Juárez en el año 2000. El artículo pone de relieve la potencialidad que tendrían esos recursos para el financiamiento del desarrollo urbano binacional de El Paso y Ciudad Juárez.ABSTRACTThe present article analyzes the impact of crossborder trade in the El Paso-Ciudad Juarez region, understood as the value or expenditures of Mexican shoppers in El Paso. The results show that the reported values of the retail gross sales in El Paso exceeds in 33% the adjusted value of the model, which it could be interpreted as the effect of crossborder shopping. The sales tax product of this effect adds to 125 million dollars, which is equal to gross expenditures of the Juarez municipality. The article emphasizes the potential that these resources could have to finance binational urban development.
