Abstract

El esquema de zonas libres en México tiene poco más de 60 años de instrumentación. Por muchos años este esquema permitió el acceso a áreas seleccionadas del territorio nacional (principalmente de Baja California y de Quintana Roo) de bienes bajo un tratamiento fiscal preferencial. El último decreto que les dio vigencia cubrió hasta el 31 de diciembre de 1993. Ya en el marco de los retos impuestos por el Tratado Trilateral de Libre Comercio de América del Norte (TLCAN), el gobierno federal decidió que la extensión de este régimen fiscal fuera abordada paralelamente a los procesos graduales de desgravación arancelaria. Ante las múltiples interrogantes asociadas con la adecuación de las zonas libres de México a las nuevas circunstancias económicas internacionales, parecería importante la realización de una serie de tareas.Por todo esto, estudiar el funcionamiento de las zonas libres en los Estados Unidos proporciona un ilustrativo marco de referencia para el contexto mexicano. Éste es precisamente el interés central de este trabajo.ABSTRACTThe plan for Free Trade Areas in Mexico has been in place for about 60 years. For a long time, this plan allowed access to goods under a preferential fiscal treatment in selected areas of the national territory (mainly Baja California and Quintana Roo). The last decree that gave standing to this plan was in force until December 1993. Once within the framework of challenges imposed by the North American Trilateral Free Trade Agreement (NAFTA), the Federal Government decided that the extension of this fiscal rule would be addressed in parallel to the gradual processes of detaxing tariffs. It is important to carry out a series of tasks with regard to the multiple questions associated with adjusting free trade areas in Mexico to new international economic circumstances.For this reason the study of the way free trade areas in the US work, provides a clear framework for the Mexican context. This is precisely the main interest of this paper.
