Guanajuato: el aprendizaje de la democracia y la difícil vivencia de un gobierno dividido

Abstract

Este articulo parte de la convicción de que el avance hacia un entendimiento más cabal del cambio político en México sólo será posible cuando los diferentes acercamientos académicos tomen en cuenta la diversidad regional y estatal de este país. La transición democrática y la competencia política experimentan ritmos diferenciales al interior de las 32 entidades e incluso en los casi 2 500 municipios, y ello no es más que una manifestación del rico abanico pluricultural que despliega esta nación. Por ello, aquí intentaremos explicar una de esas realidades regionales partiendo de las particularidades de su propio desarrollo político, que sin duda comparte elementos comunes con el del resto del país, pero que también exhibe elementos que le son propios y que pueden ayudar a detectar un comportamiento específico y peculiar de sus actores políticos. ABSTRACT This article originates from the conviction that a more thorough understanding of the political change going on in Mexico will only be possible when all the different academic approaches consider both the regional and state diversity of this country. Democratic transition and political competence experience distinct rythms in the midst of each of the 32 states and in the 2 500 districts, and that is only a demonstration of the rich pluricultural fan that the nation unfolds. This is the reason why we will try to explain one of the regional realities from the peculiarities of its own political development, which, undoubtedly, shares common elements with the rest of the country, but which, at the same time, shows elements that are its own and that can enable us to detect the specific and peculiar behavior of its political actors.
