Jalisco: los problemas de una alternancia

Abstract

Al finalizar 1996 el PAN gobernaba ya a un 37.9 por ciento de los mexicanos, sobre todo en zonas urbanas importantes. Cuatro gubernaturas y 225 municipios estaban en manos panistas. Además contaba con 23 senadores, 108 diputados federales, 145 diputados locales y 561 regidores. No obstante, la estructura del régimen de partido de Estado se concentraba fincada en la Presidencia de la República, en el control del Congreso de la Unión y en el poder regional de la mayoría de las entidades federativas. En este contexto, las alternancias regionales estarán acotadas por esta realidad onerosa, pero no dejara de haber manifestaciones de nuevas relaciones entre gobierno y ciudadanía que conviene examinar. Habrá, además, problemas propios de los nuevos equipos que acceden al poder y tienen que enseñarse a gobernar con el viejo método de ensayo y error. El presente escrito es un recuento de contradicciones, tropiezos y logros de una alternancia particular: la jalisciense. ABSTRACTAt the end of 1996 the PAN was already governing 37.9 per cent of the Mexicans, especially in important urban regions. Four state governments and 225 local governments were run by the PAN. In addition, the PAN had 23 senators, 108 federal representatives, 145 local representatives and 561 town councillors. Nevertheless, the regime's structure, a State party, was concentrated in the Presidency, in the control over Congress and in the regional power of the majority of the federal states. In this context, the regional alternations will be defined by the costly reality; yet, there will still be the need to examine the demonstrations of the new relationships between the government and the citizens. In addition, there will be problems with the new teams in power who will have to learn using the old trial and error method. This paper recounts the contradictions, setbacks and achievements of a particular alternation: the one from the state of Jalisco.
