Abstract

La proliferación del discurso de la brecha digital constituye un hecho sobresaliente del debate con respecto al desarrollo de la telefonía fija residencial. Para los autores y seguidores de las tesis brechistas, la baja teledensidad se encuentra vinculada, por medio de un determinismo lineal, con la marginación social, destacando en una visión trascendente de la telefonía, la esperanza de superar los rezagos de la integración social y territorial con las tecnologías de información y las comunicaciones. En el presente estudio, la exploración de la telefonía residencial dentro del universo censal de los factores de marginación deja entrever una relación compleja sustentada en particularidades y deficiencias cruzadas. Frente a la amplitud y la variación de los factores de rezago socioterritorial en la frontera norte, la disponibilidad residencial del teléfono en varias localidades sale sobrando. ABSTRACTThe development of the digital divide thesis constitutes a characteristic fact regarding the residential telephony issue. For the authors and followers of theses views, the lower telephone penetration rate is linked in lineal and deterministic way with social marginality, highlighting the hopes that the communication technology has the transcendental ability to change the territorial exclusion context. The present study, explore the residential telephony inside the census universe of the marginality variables that allows detecting a complex relationship sustained in particularities and crossed deficiencies. In front to the variation of the socio territorial marginality in the north Mexican border, the telephone in several towns comes out having more than enough.
