Abstract

Este artículo constituye un informe de la aplicación de un ejercicio del tipo Delphi en ocho ciudades fronterizas acerca de la percepción del desarrollo urbano. El método Delphi supera a la técnica convencional usada en encuestas; con él se logra un diagnóstico de elevada exactitud y al mismo tiempo se producen propuestas de solución al problema que se analiza. La bibliografía especializada sobre el tema reconoce la grave situación de los centros urbanos en México, pero hasta ahora no se había analizado con la perspectiva de este ejercicio. El presente estudio aporta la visión que en la frontera se tiene acerca del tema, combinando la opinión de 17 grupos de expertos, su solución al problema y el plazo en que esperarían ver los resultados. Asimismo, informa de la imagen compuesta de todos los grupos de expertos en las ocho ciudades. El estudio fue realizado en la etapa previa a la entrada en vigor del Tratado de Libre Comercio y muestra, en cierta medida, el estado de ánimo imperante en ese momento. ABSTRACTThis article reports on the application of a Delphi type study in eight border cities measuring the perception of 17 groups of experts on urban development. The Delphi method is superior to the conventional survey techniques because it produces an accurate diagnosis while at the same time seaking solutions for the analyzed problem. The specialized literature on urban studies recognizes the serious situation in the Mexican urban centers, however, an analysis with this method have yet been produced. The present study offers a composite vision of all experts in the eight cities. With a diagnosis, and solutions with their expected time span. This study was conducted before NAFTA went into effect, and somehow shows the mood at the time.
