Este escrito refleja las observaciones individuales de la autora, aunque hace referencia a las posiciones que tomó la Unión de Grupos Ambientalistas ante las negociaciones del TLC. Esto no implica necesariamente unanimidad entre mis resultados los de la Unión, organización de la cual formó parte de la cual forma parte.
Este texto se escribió de manera condicional, pues pensamos que, para que surtiera efecto, tendría primero que aceptarse el proyecto, y aunque se consideró que algunas cuestiones se podían ver reflejadas en los borradores ya revisados, lo sustancial no quedó.
Los autores Stephen Mumme, Geofrey Land y Mary E. Kelly, cuyos trabajos se incluyen en este número, tratan de manera específica la problemática de sanciones comerciales por la violación del acuerdo suplementario sobre cuestiones ambientales, el cual forma parte del TLC.
