Abstract

El objetivo de este ensayo es presentar una propuesta de intervención pública para disminuir los niveles de pobreza en ciudades mexicanas que han sido favorecidas por los procesos de internacionalización del capital; se loma como ejemplo la ciudad de Tijuana. El argumento central es que al estar localizada la pobreza en extensos bolsones de territorio de la ciudad, la intervención pública debe estar dirigida a modificar las características del lugar y así, como consecuencia, mejorar las condiciones de vida de la gente. La opción inversa (políticas que privilegian a las personas antes que al lugar) ha sido lo que generalmente se ha intentado a diferentes niveles de gobierno, disminuyendo poco los costos asociados a la segregación espacial con respecto a equipamiento, servicios y empleos.ABSTRACTThe intent of this essay is to advance a proposal for a program of government intervention that would decrease poverty levels in Mexican cities which have benefited from the intemationalization of capital, presenting Tijuana as an example. The central argument is that since poverty is centralized in extended pockets within the urban area, government interventions should focus on modifyng the features on these locales; living standards of the population would improve as a result. The inverse option (privileging policies directed toward people over those directed toward place) is the approach that has generally been tried at the various levels of government, but with little savings in the costs for equipment, services, and jobs that are associated with spatial segregation.
