Abstract

En la presente investigación se analiza el impacto del programa Jóvenes Construyendo el Futuro (JCF), implementado en México a partir de 2019 con el fin de ofrecer capacitación subsidiada a personas desempleadas y no escolarizadas que están en riesgo de involucrarse en actividades delictivas orientadas a cometer homicidios dolosos. Se analizaron series de tiempo interrumpidas con y sin grupo de control para evaluar si los cambios en el nivel y la tendencia de los homicidios dolosos están relacionados con la implementación del programa. Dicho análisis se complementó con modelos de regresión lineal para evaluar transversalmente el impacto del programa. Los resultados indican que, pese a observarse una reducción en el nivel y la tendencia de los homicidios dolosos a nivel nacional después de la implementación del programa JCF, el análisis por entidad sugiere que tales reducciones podrían atribuirse a otros factores.

Author Biography

José Andrés Sumano Rodríguez, Secretaría de Ciencia, Humanidades, Tecnología e Innovación / El Colegio de la Frontera Norte

El Dr. José Andrés Sumano Rodríguez pertenece actualmente a Cátedras CONACYT y ha sido comisionado como Profesor-Investigador al Colegio de la Frontera Norte.  Cuena con un Doctorado en Políticas Públicas por el Instituto Tecnológico y de Estudios Superiores de Monterrey.  Así mismo, tiene una Maestría en Administración Pública y Política Pública por la misma institución. Así mismo, ha cursado dos programas de educación ejecutiva en política pública e innovación gubernamental en la Universidad de Harvard.  En el servicio público ha sido Titular del Centro Estatal de Prevención del Delito de Nuevo León, Asesor del Comisionado Nacional de Seguridad y Asesor del Secretario de Seguridad Pública Federal.  Finalmente, fue el investigador principal en la Evaluación Nacional de Mejores Prácticas de Prevención del Delito a Nivel Municipal del Secretariado Ejecutivo del Sistema Nacional de Seguridad Pública y ha elaborado los diagnósticos municipales de violencia y delincuencia de municipios como Piedras Negras y Acuña.
