Abstract

En este trabajo se pone en cuestionamiento la afirmación según la cual los flujos de transporte desde y hacia la frontera norte han revertido su sentido dominante a partir de la devaluación de 1994.Primeramente se analiza en el nivel agregado total del comercio exterior mexicano, y en particular el que ocurre con Estados Unidos. En un segundo nivel, se realiza el análisis sin considerar petróleo ni sus derivados, en atención a que este tipo de mercancías afectan poco el tránsito fronterizo. Finalmente, se analizan a detalle los flujos por sentido en cada puerto de la frontera norte.En cada nivel se ofrece un cuerpo de conclusiones, que se va cuestionando en el siguiente.ABSTRACTIt is questioned, in this document, the statement according to which transport flows towards and from the Northern Border have reverted their dominant direction after the Mexican peso devaluation, in 1994.The analysis is conducted first at the major level of aggregation of foreign trade, with a specific reference to trade with the United States. A second level is followed in which oil and related products are not accounted for within foreign trade, as long as few of these merchandises are carried accross the border. At last, a detailed analysis is shown of directional flows by each port at the Northern Border.A body of conclusions is offered at each level of analysis, which, in turn, is questioned at the next one.
